THE LOUIS BERGER GROUP CHOOSES CHEMCRETE USA, LLC TO SUPPLY BASE COURSE MODIFIER FOR REHABILITATION OF AFGHANISTAN ROAD NETWORK

Project is part of USAIDs $4.5Billion fund to rebuild Afghanistan's national infrastructure


SAN MATEO, Calif., May 26, 2003 -- Chemcrete USA, LLC, the worlds leading provider of High Strength Asphalt Concrete Bases to the Road & Highway, Port and Private & Commercial paving markets, announced today that the Louis Berger Group has chosen Chemcrete USA, LLC to provide the high strength asphalt concrete base for the rehabilitation of Afghanistan's road networks.

This project is part of the U.S. Agency for International Development's (USAID) reconstruction plan for Afghanistan. At the Tokyo Pledging Conference in January, 2002, the United States, Japan, Saudi Arabia and other donor nations pledged $4.5 billion in overall reconstruction funding. Rebuilding the transportation infrastructure enables the movement of people, aid resources, farm goods and trade goods, all essential to Afghanistan's development.

"We will help develop a modern infrastructure so that Afghan entrepreneurs will be able to move product from one city to the next, and so that people will be able to find work, they'll be able to put food on the table," pledged US President George Bush.

"This is another major step in rebuilding Afghanistan's infrastructure. USAID is undertaking many important activities including irrigation, agriculture, and repairing schools, health facilities, municipal facilities and more," said Deputy Administrator Frederick W. Schieck, "but road reconstruction is one of the most important."

This project will generate significant employment for Afghan laborers and contractors. The Chemcrete USA modifier allows the use of local uncrushed aggregates to produce a strong, long-lasting road foundation at a considerable savings of both time and money. This approach will help The Louis Berger Group achieve the objective of providing drivable roads before winter.

Afghan President Hamid Karzai has stated that reconstruction of the country's principle road system is key to Afghanistan's economic recovery. The journey from Kabul to Herat, about 600 miles, is an arduous trip that currently takes several days because much of the road surface and several bridges have been destroyed.
